Energy-rich countries such as a Qatar have built societies by transforming non-renewable natural capital into human capital, infrastructure, and savings. In some cases, a direct link between biocapacity and the economy no longer exists, and therefore many questions arise related to economic diversification and use of energy and water, among others. These are unique realities that require new frameworks and understandings.
